Having a higher level of gear simply makes it easier... if not trivial. Why go into Ulduar at all when you can get 219 gear from ToC? Fact is that ToC heroic seems more geared to catching people up to ToC 10 man. My priest and mage completely skipped ulduar and jumped right into ToC 10/25 without any issues. Sad thing is that people are better off spending their time in ToC 10 and mastering those 5 fights then going through the 13 Ulduar fights and then having to face ToC 10.
